We are a community-based social service organization serving individuals, families, youth, seniors, and vulnerable populations in Quesnel and the surrounding Cariboo region. Our work focuses on improving access to support, reducing barriers, strengthening community partnerships, and delivering practical, client-centred programs.

Position Summary

The Program Manager is responsible for overseeing the planning, delivery, staffing, reporting, and continuous improvement of community social service programs. This role ensures that programs are safe, effective, culturally respectful, trauma-informed, and aligned with funder requirements and organizational goals.

The Program Manager works closely with frontline staff, clients, community partners, Indigenous organizations, government agencies, schools, health services, and nonprofit partners to ensure programs meet local needs.

Key Responsibilities

Program Leadership

  • Manage day-to-day operations of assigned social service programs.
  • Ensure programs are delivered in accordance with organizational policies, funder agreements, legislation, and best practices.
  • Monitor program goals, service outcomes, client needs, and community impact.
  • Identify service gaps and recommend improvements to better support clients and families.
  • Support culturally safe, inclusive, trauma-informed, and strengths-based service delivery.

Staff Supervision

  • Recruit, train, schedule, supervise, and evaluate program staff.
  • Provide coaching, support, and direction to frontline employees.
  • Lead regular team meetings and case consultation discussions.
  • Support staff wellness, professional development, and conflict resolution.
  • Ensure staff understand confidentiality, boundaries, documentation standards, and safety procedures.

Client and Community Support

  • Support complex client situations when needed.
  • Help resolve service concerns, complaints, or escalated issues.
  • Build strong working relationships with local service providers, Indigenous communities, schools, health authorities, housing providers, justice partners, and government agencies.
  • Represent the organization at community meetings, committees, and partnership tables.

Administration and Reporting

  • Prepare reports for funders, senior leadership, and the board as required.
  • Track program statistics, outcomes, budgets, waitlists, referrals, and service trends.
  • Maintain accurate records and ensure documentation standards are followed.
  • Support grant applications, funding proposals, and program evaluation.
  • Assist with annual planning, budgeting, and policy development.

Budget and Compliance

  • Monitor program budgets and expenses.
  • Ensure services comply with funding contracts, privacy legislation, workplace safety requirements, and organizational policies.
  • Support risk management, incident reporting, emergency procedures, and quality assurance.
  • Ensure program spaces are safe, welcoming, and properly equipped.

Qualifications

  • Degree or diploma in social work, human services, child and youth care, psychology, community development, public administration, or a related field.
  • Minimum 3–5 years of experience in social services, nonprofit program delivery, community services, or a related field.
  • Minimum 2 years of supervisory or program coordination experience.
  • Experience working with vulnerable populations, families, youth, seniors, people experiencing poverty, housing insecurity, mental health challenges, substance use, family violence, or other barriers.
  • Knowledge of services and community needs in Quesnel, the Cariboo region, or rural British Columbia is an asset.
  • Experience working with Indigenous communities and knowledge of culturally safe practice is strongly preferred.

  • Ability to manage competing priorities in a busy social service environment.
  • Strong understanding of confidentiality, professional boundaries, trauma-informed practice, and client-centred care.
  • Ability to build partnerships with community organizations, funders, and government agencies.
  • Strong administrative skills, including reporting, budgeting, documentation, and data tracking.
  • Comfortable using Microsoft Office, client management systems, email, and basic reporting tools.
  • Ability to work with compassion, professionalism, and sound judgment.

Additional Requirements

  • Criminal Record Check, including vulnerable sector screening.
  • Valid Class 5 B.C. driver’s licence and access to reliable transportation may be required.
  • Ability to work occasional evenings or weekends for community events, urgent program needs, or meetings.
  • First Aid, Non-Violent Crisis Intervention, ASIST, Mental Health First Aid, or similar training is an asset.

Working Conditions

This position is based in Quesnel, B.C. Work is primarily performed in an office and community service setting. The role may involve travel within Quesnel and nearby communities. The Program Manager may occasionally support staff or clients in emotionally complex or crisis-related situations.

Benefits:

Salary Range

$72,000–$86,000 per year, depending on experience and qualifications.
